"Behold the turtle. He only makes progress when he sticks his neck out."

Sticking his neck out for the turtle is about taking a risk and overcoming fear.
There is risk in everything we do or indeed don't do as well...either action or inaction carries a risk. Sit still and we can stagnate, regress or become 'prey' to others. Move forward and we can encounter new threats, face new challenges or threaten some of what we already have.
Fear of moving forward can make us believe that we are safer where we are. However, that is not usually the case, even if it takes some time to prove it.
If we desire progress, then we must stick out necks out...not without thinking or in a reckless manner. Still, we should weigh up the odds, do our research and then trust our instincts. These last points are so important here as they help to reduce the risk that we feel and genuinely face.
It's about fact-finding and clear judgement...and then just a step forward.
Even armed with the right knowledge and information, we may still be stifled by fear, yet just as that turtle sticks its neck out to move forward, so too must we.
